94 impreza shifts down when ever it feels like and shifts hard when cold going down road at80 and it will shift down to 3rd if you put the manual/auto selector on manual it stops doing it ?

How's the tranny fluid condition and level-if okay possibilities here could be the TPS, VSS and shifting solenoids-etc to find out bring it in and have it pressure tested-

fluid and filter are new tps ohmed out ok what is vss?
