my seat belt wont retract it is stuck on the passenger side and wont retract in place and driver side is stuck in a lock position meaning it did retract in place but now it wont retract back the other way

So is the shoulder belts that come out of the center console jambing up?or the power seat belt track?Or the lap belt?
