What causes the calipers to not function correctly or be installed correctly

I am having trouble changing the back brakes on my 94 Pontiac Grand Prix. I have had to replace the calipers, pads, and almost everything else 3 different times. The bolts that I received with the calipers are too short and the auto parts store says the parts are correct.
