how to fix my steering colum

my steering wheel kept locking ep and was real loose someone busted my ignition out and the wires are cut that goes to the security part its rigged where you pull the gears in the colum to try and start it

You need to start by removing the steering wheel and checking to see what has come apart. It sounds like the tumbler needs replaced and it's hard to tell what else is broken.
