motor wiper is new but when install wipers do not complete cycle

WITH WIPER ARMS OFF---DOES IT CYCLE?

JUST WONDERING IF THE MOTOR WAS IN THE PARK POSITION-----WHEN YOU INSTALLED THE ARMS IN THE PARK (?) POSITION TOO?
