WITH WIPER ARMS OFF---DOES IT CYCLE?

JUST WONDERING IF THE MOTOR WAS IN THE PARK POSITIONWHEN YOU INSTALLED THE ARMS IN THE PARK (?) POSITION TOO?

ZAT MAKE SENSE?
