1994 Nissan Sentra

I own a 1994 nissan sentra 1.6L. I changed cap rotor, plugs, and fuel filter. My problem is the car will not start. I have positioned number 1 cylinder at TDC and found rotor to be facing to right side bottom wire position. The timing lines are close to the vicinity of the timing mark. I have played with the wires in all positions and no luck starting the car. I have also checked spark plugs to see if fouled. I have it in firing order 1-3-4-2 I was wondering if a sensor or other electrical problem could have occured, can anyone help.

Was engine running before work? Is there spark? Fuel?

Car was running rough before. Good spark. New fuel pump and filter. Fuel being delivered. And the battery is fully charged.
