Headlamp problem?

This is a really basic stupid question. Have inherited mitsubishi galant M reg, 1994 it has twin headlights and both the inner bulbs 12V 55W (only have two spade terminals) only come on when switched to full (not dipped) beam and are not on with dipped beam. Replaced both bulbs but no change. Only had short time and no one to ask but should these lights be off on dipped beam? If they should be on when on dipped beam what is the likely problem? Had to replace a main headlamp (12V 60/55W which has 3 spade terminals) and sidelight bulb recently which was fine and when tested noticed inner lights off on dipped beam. All lights/ electrics fine. Car regularly used, straight through recent MOT, well maintained and low mileage. Sorry but have no idea.

Those are the high beam lights and only operate in high beam mode.
