I have a 94 Mercury Tracer automatic 4 cylinder, It runs fine and idles fine but will not shift above 2nd. I third giving it lots of gas when driving to see if I could get it to shift but it doesn't. I have no idea what to do can someone help?

I also have reverse and park, I don't know if that helps.

I've also tried changing the ATF fluid but I hired something about an ATF filter and have not changed that. No change.
