my car smokes and squeels from the belt area when i start it

slant engine; part of belt system that is affected is on the left side of the ngine compartment close to the firewall. screeches loudly and smokes from that one area in particular. it seems as tho the belt isnt turning but the flywheel is and its burning the belt.
