Rear brakes are locked up after I press and release brake?

My rear disc brakes on my 1994 Mercury Sable lock up after I press and release brake pedal. They will slowly let go and can spin wheel again. I have replaced lines, and master cylinder and bled the brakes. Any clues?

Which lines are you referring to? Did the problem continue occurring right after you replaced the master cylinder, or did the brakes release properly for a few days?

This happens when the brake master cylinder is going out and not returning fully which holds the brake on. Please go over this guide.
