engine is hesitating when in traffic

mazda 323 sputters sometimes while driving. when in stop- go traffic; car bogs and dies out,it takes anywhere from three to five minutes before it can start up again. seems like it gets too much or too little fuel; i don't know which. Sometimes when accelerating the car doesn't go like it should; as if it cannot pick up speed right away. What could be the problem?
