1994 Lincoln Town Car 94 Towncar Brake Lights Work Backup Replaced Bulbs Visual

I have a 94 towncar and the brake lights work but the backup lights dont. I replaced the bulbs and visually inspected all fuses and all are good what could be the problem

Check fuse no.8 15amp in I/P fuse panel if okay test the manual lever position sensor lower left side of transmission
