1994 Lincoln Continental Concerns Air Suspension Pump Kicks On Fine

my question concerns air suspension the pump kicks on fine the front raises fine but then the pump kicks off before the back is even close.. now if i have all pressure off the back say with jack the back rises with front but as soon as i put pressure back or say lower jack then bam back all the way down could this be something simple i dnt hear any leaks id like to keep air ride without conversions but also without high cost

sounds like bad bags. they are very expensive to replace.
