1994 Lexus LS400 Power Stearing

My power steering is going out and than it comes back. I've checked the fluid level and it's fine. I've called the auto parts stores and they don't know if it's the pump or the unit or something else.

Two clues. If it steers hard intermittently one way but not the other way, it's due to worn seals in the rack and pinion assembly. If it steers hard equally in both directions, but the power assist returns as soon as you increase engine speed, it's a weak pump.
