What allows me to remove the key from the ignition without putting the car in park and how would it be fixed?

So the key can be removed in gear? is that the problem?

That is correct the key can be removed while the car is stopped and in gear

The shift interlock system schematic shows only the key solenoid, this will not affect the fact that the key can be removed like you say, i feel this may be a faulty barrel and key assembly.
