Are '94 Kia Sephia front wheels different the rear wheels?

I asked our tire shop (in Canada) to order a full set of Kia wheels to mount 4 snow tires and simplify the seasonal change-over between summer & winter tires. The dealer can't locate any front wheels and says they're different (something about calipers dragging . . .)

When I "Google" 94 Kia wheels nothing immediately comes up that indicates different part numbers for front and rear wheels...
