belt issues? electrical?

when starting my car today, it made an awful noise. I popped the hood, and the belt in the front looks like it is coming off, sparks were also present, any ideas as to what is going on?

Where are sparks coming from? suspect frozen pully check water pump,power steering,alt. and tensioner. need to know which Cherokee and engine
