1994 Isuzu Npr Temperature Gauge Hot Turn Key On Engine Hot Replaced Sender

My temperature gauge goes to "hot" when I turn key on, engine is not hot. I replaced the sender unit , no change. If I unplug the connector, it still goes to "hot".

what about if you ground the sender wire??? it should go to cold
