why does steering become hard and speedometer quits, at the same time? Later they work again?

steering and speedometer have trouble at the same time.after I stop it awhile, it will be ok again for a minute, then it quits again and is hard to steer.

I don't think they are tied together-For the speedometer problem check the vehicle speed sensor-also check the steering pump fluid level-
