what would cause excessive wear on the inside of the right-front tire?

Recently noticed excessive wear on the inside of the right-front tire. Also the steering wheel rocks side to side at slow speeds. This rocking has happened before when a tire had a chunk missing, but the tire only has tread wear at this point.

i would suspect lower ball joint.
