It could be the fuel pump is not working due to a faulty PGM-FI main relay, a commonly known problem. Trmove the relay and check the circuit board. Resoldering the circuit board shold help.

It could also be due to fuel pressure loss, a problem with leakages and if external leaks are not found, the hose between fuel pump and housing inside the fuel tank ic bad.
