1994 Honda Accord hot fresh air

Outside air enters the cabin, Hot;
no matter what the outside temperature.
I have made sure the temperature control cable, is moving the water valve.
A/C works fine.
What do I need to replace?

see if the water valve is actually closing off first. the cable may be moving but hot water still goes through check heaterhose. then check recirculation/fresh air motor see if that works.
