1994 Gmc S15 S 15 Jimmy Will Idle Properly Park Surges 700 1500 Put Into

My 1994 GMC S-15 Jimmy will not idle properly when in Park....it surges from 700-1500. If I put it into gear it settes down significantly. I've changed wires, plugs cap/rotor, cleaned out the EGR and it's passage and put in a new IAC just to be sure. I also have a new exhaust from the manifods back....HELP.

did you make sure there was no carbon holding open the egr??
