I was installing new belt tensioner & bolt broke off inside how do I get it out? Also how many lbs. Is the tensioner supposed to be torqued to?

Ways I use to remove broke bolts that dont stick out enough to grab is try to turn with chisel/punch, try to cut slot with dremel cut off wheel and use screwdriver (may cut into area around bolt a little but that wont hurt usually) or use drill and easy out. If you used original bolt it should not be bottomed out and turn failry easily once you have made a way to turn it.
