94 ford tempo car cranks very slowly. Battery tested good and fully charged, starter tested good. HELP

New years eve was last time it cranked properly. Got very cold that night (I live in Colorado)bought a heated dipstick last night, was plugged in for nearly 12 hrs. Went out this morning. Same old thing. Any ideas would be GREATLY appreciated.

I have faced a similar problem when temps were zero. I did an oil change to 5w30 and put in new platinum plugs and added premium gas. This is after temps rose to 20's. I got it started with a 50 amp boost from charger. I had to hold pedal to floor. Car has started ok since then but temps have not gone back near zero yet. I looked at dipstick heater but didn't think it would be adequate. I plan on installing a block water heater or an under oil pan heater of at least 500 watts. The dipstick heater just dont have enough watts. Canadian tempo's come with block water heater installed from factory.
