1994 Ford Fairmont Won't start

Turn the ignition, Brake fail... a click behind the battery. Comes from the first relay box which has been replaced but still clicks...has a new starter motor

I'M GATHERING THAT IT WILL NOT "CRANK" THEREFORE IT WILL NOT "START"
