Starter engages but doesn't turn over the engine new battery and solinoid and had the starter checked at the auto store it passed the tests.

Can you turn the engine crank by hand? Pull the spark plugs and accessory belt/s, see if it will crank then?

The block is not froze up as I turned it using the flywheel bolt. Checked the groundconnection its like the starter just engages and stops is it possible that the starter passing the test was faulty

Use a digital multimeter across the battery posts, key in the crank position. What is the reading? Also, take reading at starter wiring, key in the crank position. The two readings should be close. Any testing make sure the tranny is in park or neutral and the e-brake is set.
