fuel cutoff indicator light

my 1994 escort still wont start even tho i have checked fuel reset button and fuses under hood and dash, what could it be the fuel cutoff indicator light is on

If the cutoff light is on, I would say that is the problem. Have you checked to see if there is any fuel pressure? Can you hear the pump come on when you first turn the key on?
