1994 Dodge Ram fuel gage erratic

My fuel gage is erratic. bounces up and down from full to empty at times. it only reads full when it's full. it it's half full it reads empty.

My problem.....I am noticing surges in the engine at 60 mph. Is this due to fuel system and possibly fuel pump?
