1994 Dodge Ram Both Air Heat Will Only Blow Out Defrost Gas Engine Good Vacuum

Both air and heat will only blow out the defrost. Gas engine has good vacuum. Bypassed vacuum tank and applied vacuum directly to vacuum line through firewall. No change in air flow. Where do I go from here?
