i have a dodge caravan and my turn signals are notr woking outside and inside they are lighting up on hte dash board as,well as the hazard lights not flashing the head light works the horn works i check the fuses and they are good

You need some punctuation in that huge sentence, otherwise it can be read at least three different ways.

"my turn signals are notr woking outside and inside"
"inside they are lighting up on hte dash board"
"the head light works the horn"

There are fuses inside under the steering column and outside near the left hood hinge. Suspect a fuse if the dash lights do not light up at all. If they do light up but don't flash, a bulb is burned out. There's two in front, and if I recall properly there's two in the back on each side.
