1994 Chrysler Town Country Start Car Revs About 2200in Park Sits 2000 Drive

When i start the car it revs to about 2200in park it sits at 2000 and in drive and reverese it's at 1500 will not move I changed both tps and iac took throttle body out and cleaned with cleaner cables arent stuck Iam pretty much at a stand still on what to do any advice would be great
