Instrument cluster not working replaced bcm fuses and check all wires for shorts still nothing

It sounds like the cluster itself has failed. Check the connector in the back for corrosion. If it is ok, most likely the cluster needs to be replaced.

I changed got a new cluster and got the bcm rebuilt it jumped in for a few seconds and went back out

Did you get a new one or one from a junkyard?
Bcm rebuilt? Did you have it flashed after you got it back?

OREILLY AUTO PARTS HAD SENT THE BCM TO SOME PLACE TO BE REBUILT
