I have a very loud whine while driving. it starts @ 20mph and is constant when under load. when I let off the gas it goes away, but is there with even a slight touch of the pedal. this is a 1994 Chevy 1/2 ton 4x4 with a 5.7L

The winning may be from the rar end differental, check the fluid. With low lubrication the gears run dry and will make a winning sound. Also check the fluids in the transmission.
