1994 Chevrolet Silverado Tested Actuator Works There Power Fuze Making Think

I tested the actuator and it works. There is no power to the fuze making me think its shorted out. could i, should i, just bypass this? if so will a simple togal switch to the actuator work or does it need to run the whole wire system? thanks

So what circuit are we talking about?Also there is no power to ethier side of the fuse?
