1994 Chevrolet Silverado Chev 2500 Having Problems Turn Signals Headlights Off

i have a 1994 chev silverado 2500 and im having problems with my turn signals. when the headlights are off they flash fine but the cab lights flash with the blinkers and when the headlights are on they turn on but stay soild. any idea what might be the problem?

check the grounds to them and check ground from battery to body
