94 chevy idle sticking

I have a 94 Chevy I just bought. The truck has 164000 is a 5.7 5 speed. I have just replaced iac, thermostat, temp sensor, sending unit, tps, checked tps voltage, cap rotor, and refined engine. The problem I can not figure out is sometimes it idles 1100 sometimes 1500 and when I get off the freeway or have a lil heavy foot it sticks at 3000 rpm. I can shut off truck restart and it goes back to normal for awhile. Any input on where else to go with this?

Do you think the throttle cable is sticking? Maybe you need to clean the throttle body and throttle shaft? Any applicable mil codes? Test the maf/map sensor where applicable. Sometimes with a cold engine, it will idle a little higher. I don't like anything hanging up at 3K rpms!!
