I cant figure this one out.

1994 CHEVROLET LUMINA

I have a 94 lumina euro.... engine is running rich and misfiring only on # 2 cylinder above 400 rpms not under 400 though. Ase mechanics have went through pcm, sensors, just about everything. engine is running 3 times above emmissions regulations. Changed also, coils, wires, everything, any feedback would be helpful...

Not under 400 RPM. That RPM isn't even sufficient for the engine to stay running. nothing runs that low.
I'm afraid you just need a better mechanic. Someone has to analyze the sensor data and determine what is happening when this occurs. The history of the vehicle may be important also, especially if there way any overheating or other trauma in it's history.
