car would not shut off, key stuck in forward position, to replace ignition switch will airbag deploy ?

You should ALWAYS disable the airbag before working anywhere near the steering column.

If you're saying it won't turn all the way to the lock position, GM uses a Park lockout so it is impossible to lock the steering wheel unless the car is in Park. Some use a cable from the shifter and others use an electronic solenoid. There is an issue with that system that has to be determined.
