Car would not shut off, key stuck in forward position, to replace ignition switch will airbag deploy?

You should ALWAYS disable the airbag before working anywhere near the steering column.

If you're saying it won't turn all the way to the lock position, GM uses a Park lockout so it is impossible to lock the steering wheel unless the car is in Park. Some use a cable from the shifter and others use an electronic solenoid. There is an issue with that system that has to be determined.
