I have a 94 Corsica V6 3.1, when the battery is disconnected do I really need to to the Idle Learn Procedure with a Tech 1 tool? Could that be why my car runs, but it doesn't have any get up and go.

Not necessary. The relearn will take place on its own but the Engine Computer will also lose the short and long-term fuel trims from memory. Those will also update while driving but normally that happens so quickly that you won't notice much of a power loss.

If the power doesn't seem normal, first check for diagnostic fault codes. Not all codes cause the Check Engine light to turn on.
