fuel problems key on not running is 43 psi?

car has a lt1. Fuel pressure, with key on not running is 43 psi. Holds for a few seconds then drops to zero.Car will start and run with a shot of ether and will start after.What could be the problem?

check for leaking injectors/fittings if not that replace fuel pressure regulator.

Yep, the fuel pressure regulator might be leaking internally, I would remove the vacuum line to see if fuel is present and if so replace the regulator. Here is the location. Check out the images (below). Let us know how it goes
