my z28 camaro is running rough after the catalytic converter was replaced

my camaro feels like and sounds like it isnt running on all of its cylinders! could the plugged catalytic converter i had cause the spark plugs to foul out or could it be another problem?

It could be blockage from the old converters

You will have to start checking things like plugs wires engine vacuum fuel psi inj pulse ,,,
