I have a 94 camaro with a 3.4 and I have to cycle the key a few times before car will start, and when it does start I runs fine, what could be the problem

Use a gage and check fuel pressure. Cycling the key on and off, no crank, can help the fuel system prime.

Had a new fuel pressure regulater installed could it be fuel filter pluged

If it runs fine, I doubt the filter is the issue? If you can't remember the last time the fuel filter was replaced, replace it. Make sure there is no pressure on the fuel system before taking anything loose. How long since over-all tune-up? Any applicable mil codes? I'd still have to use a gage and check fuel pressure, key on engine off. Some of the national brand autostores used to loan out a gage.

Ok wil do a complete tuneup and replace fuel filter, and check feul pressure. What should fuel pressure be.

41--47 psi, fuel pressure.
