1994 Chevrolet Blazer fuel pressure regulator

My boyfriend is replacing the fuel pressure regulator on our s10 blazer with a Dorman Help 55162. While doing so he curiously loosened the screw in the middle of the new regulator and now doesn't remember if it was fully tightened. We decided to screw it in all the way and when we start it up and drive it is idling poorly, exhaust smells like its running rich and sputters with increasing RPM. So then he loosened the screw about a turn and a half and it got worse. Unfortunately we do not have a fuel pressure guage so I guess my question is if there is a wait to know how tight the screw needs to be without a guage, should we just exchange it or is it impossible to do without a guage? Please help we are clueless!
