1994 Buick Regal M Having Trouble Idle Iv Replaced Idle Control Valve Starts

I'm having trouble with the idle. Iv replaced the idle control valve. Its starts when it cold without useing the throttle, but when it worms up the idla climes to 1100 rpm an want come down.

When the car is wrom, it want start unless you hold the throttle to the floor an the idla hangs and comes down slowly, but stayes at 1100 to 1300 rpm

How long since a tune-up? Any applicable mil codes? You should be able to check mil codes, yourself. Use a gage and check for correct fuel pressure. Also, see if pressure will hold for a bit, with everything off.

Block off the mouth of throttle body, engine idling. Does that have any effect on the idle? It should kill the engine. If idle is still high, you got false air getting in there from somewhere. vacuum leak?
