1994 Buick Park Avenue transmission

My car has reverse and first gears only. It doesnt slip or anything of the sort. I thi.k it might be the Vehicle Speed Sensor. But when it try to get a reading on the pmc the vehicle cant be found. So im not sure what to do.

this is an obd1 car so cross A&B on the aldl and count flashes of lights on dash. it will do 1 three times then 2 three times that is code 12. then watch for others. but it may be a bad governor in the transmission as well.
