94 buick park ave right rear turn signal lights but doesn't blink, and the right rear brake light does not go on when brake pedal pressed. i already tried replacing both bulbs to no avail, i.e. situation remained unchanged

make sure the frontbulb is ok too as this can cause it. trn your hazardson and see if all lights blink, if they do then change your turn signal flasher. if not that then there may be a broken wire going to the rear.
