my car got frozen radiator and block but i never try starting it could it be damaged

It is damamged in some way if it was frozen. Both the radiator and block have both probably suffered. You will defintaely be raplacing the radiator and the block may possibly be saved. You can pur block seal in it and hope the crack is low in the water jacket. However with what you are describing you may need a used motor to rebuild.
It probalby won't run good as the head gasket is certainly blown. The freeze plugs are probably blwon to and really so many things too check before running it that I reccomend re-building it before wven trying.
